Impeding, Threatening, or Harassing First Responders; Specifies that peaceful recording, photographing, or observation is not harassment; prohibits approaching first responder or remaining within specified distance of such person with intent to impede, threaten, or harass person from performing lawful duties after receiving warning not to approach.

Taking of Bears; Authorizes taking of bears without permit or authorization; provides exemption from penalties; requires taking to be reported to FWCC; prohibits person from possessing, selling, or disposing of taken bears or their parts; requires FWCC to dispose of taken bears.

Rabies Vaccinations; Authorizes certain persons to administer rabies vaccinations to certain animals under indirect supervision of veterinarian; defines "indirect supervision."

Estoppel Certificates; Prohibiting agreements that indemnify a community association manager or community association management firm for errors or omissions relating to the provision or preparation of an estoppel certificate; revising acts that constitute grounds for which certain disciplinary actions may be taken to include specified actions relating to estoppel certificates; revising the time in which a community association must provide an estoppel certificate to a requestor, etc.

Organ Donation; Provides administrative leave for certain employees; creates a tax credit for certain expenses; requires certain locations to display information about organ donation & registration; requires courses include information about organ donation; requires link to statewide organ donation registry be included on specified websites; prohibits insurance policies from limiting or excluding coverage for living organ donors.

Lewd or Lascivious Grooming; Creates offense of lewd or lascivious grooming.

Medical Treatment Under the Workers’ Compensation Law; Increasing limits on witness fees charged by certain witnesses; increasing maximum reimbursement allowances for physicians and surgical procedures, etc.

Employment Regulations; Prohibits political subdivisions from maintaining minimum wage other than state or federal minimum wage & from controlling, affecting, or awarding preferences based on wages or employment benefits of entities doing business with political subdivision; preempts regulation of terms & conditions of employment & regulation of heat exposure requirements in workplace to state; requires Department of Commerce to adopt rules relating to heat exposure requirements if OSHA has not done so by date certain; provides requirements for such rules; prohibits local governments from mandating or imposing certain requirements or seeking information from certain persons relating to certain requirements.

Mangrove Replanting and Restoration; Requiring the Department of Environmental Protection to adopt rules for mangrove replanting and restoration; providing requirements for the rules; requiring the department, in consultation with the Division of Insurance Agent and Agency Services, to conduct a statewide feasibility study regarding the use of mangroves and other nature-based solutions in order to improve a local government’s community rating for flood insurance purposes, etc.

United States-produced Iron and Steel in Public Works Projects; Requiring governmental entities to include a requirement in certain contracts that certain iron or steel products be produced in the United States; authorizing the minimal use of foreign steel and iron materials in certain circumstances; exempting specified products from the requirement, etc.

Public Works Projects; Revising the definition of the term “public works project” to include activities paid for with local funds; revising applicability of a provision that prohibits the state or a political subdivision that contracts for a public works project from taking certain actions, etc.

Expedited Approval of Residential Building Permits; Requiring certain governing bodies, by a date certain, to create a program to expedite the process for issuing residential building permits before a final plat is recorded; requiring certain governing bodies, by a date certain, to update their programs to conform to the Florida Building Code; requiring a local building official and a local governing body to mail a signed, certified letter with specified information to the Department of Business and Professional Regulation and the Department of Commerce, respectively, after the governing body creates the program, etc.

Display of Flags by Governmental Entities; Prohibits certain governmental entities from erecting or displaying certain flags; requires governmental entity to remain neutral in certain circumstances; provides applicability; requires certain governmental entities to display United States flag in certain position.

Protections for Public Employees Who Use Medical Marijuana as Qualified Patients; Prohibiting a public employer from taking adverse personnel action against an employee or a job applicant who is a qualified patient for his or her use of medical marijuana; providing exceptions; requiring a public employer to provide written notice of an employee’s or a job applicant’s right to explain or contest a positive marijuana test result within a specified timeframe; providing procedures that apply when an employee or a job applicant tests positive for marijuana, etc.
