I have been in healthcare for 38 years and love helping people. It is hard work and overwhelming at times. So anyone that takes care of someone else in there time of need should be treated with respect dignity, and a fair wage for most hospitals nursing homes and clinics people are overworked, underpaid, and shortstaffed.

Home care services are a lifeline for countless Californians who rely on them to maintain their health, independence, and quality of life in the comfort of their homes. These services are reimbursed through various channels, including Medicare, Medi-Cal, health insurance providers, or private payments by seniors, persons with disabilities, and their families. My key concerns regarding SB 525 are as follows: Jeopardizing Access to Home Care: SB 525 proposes minimum wage increases that would be implemented alongside other already-approved wage hikes by the Legislature. This accumulation of wage increases could jeopardize access to essential home care services. Impact on Exempt-Salaried Employees: The bill also mandates that exempt-salaried employees be paid a monthly salary equivalent to one and a half times the monthly minimum wage, further burdening home care providers. Financial Strain on Employers: Home health and hospice agencies are grappling with increased costs related to the recent public health emergency. Staff recruitment challenges, heightened workers' compensation costs, overtime, and unemployment costs have stretched their resources thin. SB 525's minimum wage increase threatens the viability of these agencies, which rely on reimbursement rates from Medicare and Medi-Cal that are already inadequate. Lack of Reimbursement Rate Adjustment: The bill fails to provide a mechanism for increasing reimbursement rates for government-funded programs. This omission creates a significant financial risk for agencies responsible for delivering medically necessary services as prescribed by physicians. Unique Nature of Home Care: Unlike hospitals and traditional healthcare facilities, home care providers offer one-on-one care and lack the same opportunities to enhance efficiency. The proposed minimum wage increases in SB 525 will inflate the cost of delivering home care services, potentially limiting access for those who depend on privately paid companion care to stay safely at home. Forced Difficult Decisions: The inability to absorb the increased costs stemming from SB 525 could force families to make agonizing choices, such as institutional placement, for their loved ones. I understand the importance of fair wages and labor protections for all Californians. However, I believe that SB 525, as currently drafted, may inadvertently harm those it aims to help by destabilizing the vital home care sector.
