This is a slippery slope, you start regulating how and what type of boats people can use and next thing you know you'll be have your boat sitting in your yard because you can't use it on your lake at all

The studies used take into account the wave power between size boats when the same wave is produced by larger boats under standard operation. The only way this should have been passed is with a sensor on a lake in Maine with regular summer boat traffic w/out wake boats and measurements taken with wake boats as most cabin cruisers produce the same wave but on both sides while a current wake boat directs the wave in only one direction.
